I am unable to play the game because it's displaying a new End-User License Agreement and it won't acknowledge when I click the "Continue" button. The button changes color when I hover over it with the cursor but it does nothing when I click it. I am running the most recent version of MacOS (Catalina).
 
Most likely this is a resolution issue, we are seeing some issues like that with 10.15 . try reducing the game resolution step by step until it works for you.

This is in the launcher, not the game. I've dealt with the in-game resolution issue before, this is nothing like that. This is a button that I can't click, which prevents me from opening up the game at all. I can scroll through the agreement just fine with the scroll bar, so it's not a case of the mouse input being offset.

As I say we have had resolution issues under 10.15 ; and I have seen that in the past throw off the registration between apparent and actual cursor position in our games, especially EU4 in fact. That said this is the first time I've seen it in the launcher I think.

I assume the Enter or ESC keys don't work either?

If 10.15.1 is available to you maybe apply that and see if it helps.
 
Enter/Esc does not work. Like I said, it's not a cursor position issue. The cursor is doing everything it should. The "Continue" button glows when the cursor is hovering over it the way it's supposed to. It just does nothing when I click it. The window stays open, and the only way to get rid of it is to quit the program.

EDIT: Okay, I figured out the problem I was having. That "continue" button is indeed broken, and I'm not sure why it was opening up the EULA every time I tried to fiddle with enabling/disabling mods, but it wasn't the EULA that was preventing me from opening the game. It was the issue in the other thread about EU4 not working with MacOS Catalina unless you delete a particular folder. I've deleted said folder and I can access the game now.

I am having the same problem as well... only on windows... do I also have to delete such a folder? if so, how would I know which one it is?
No this is an unrelated issue on WIndows, due to your antivirus app getting in the way; add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

If you can't accept the Eula, it is very likely that there is something on your computer that prevents the launcher from writing to "Documents\Paradox Interactive\Europa Universalis IV\game_data.json". Do you have some other ransomware protection software?
You can also try to rename the whole "Documents\Paradox Interactive\Europa Universalis IV" folder(or just delete it if you never used the game), so that it can be recreated.

Disclaimer: I'm not working for Paradox. I'm just trying to help people.

Disabling AV apps doesn't actually do what it sounds like, you need to actively allow the .exe through. See post #10 above.
 
I have found a simple fix for this problem after a good time trying stuff. Simple press Alt + Enter to force windowed mode. then you can accept and go to setting and change video options after that.
