Unable to ally with sidhe council

I am trying to ally with the sidhe council and for some reason the option is grayed out. I only need 55 reputation to form the alliance and I have 61 rep with them. There is no other condition stated other than the reputation so I don't know why I can't.

add me to that list of unable to. I even maxed out my rep as much as possible to like 78. Nothing

was able to max out my rep to 100 with trade and all that. Still nothing

Do you still have this issue with the latest patch (v1.1.05)?

If so, please provide us a save (3 files is one save: .inf, .jpg, .sav).
