I am playing as Pontus. I am allied with Bithnyia.

Macedonia is allied with Bithnyia as well and what is more, Bithnyia is paying tribute to Macedonia.

I cannot dissolve my alliance with Bithynia.

I suspect this is because they were paying tribute to someone, and the tribute needed to be canceled first, before the game would let ANY alliances be dissolved.

I deleted the tribute payments to Macedonia from the save game,

Now I can dissolve my alliance with Bithnyia just fine, which suggests to me that this is not WAD but a bug.

i am unable to duplicate, I also cannot find this tribute in any of my files.

I've reported the same thing in another thread.
If an allied nation starts paying tribute to someone else, you wont be able to cancel the alliance.

And more people have confirmed in that thread so it's most likely a bug.

Yes, it is a bug. It has been reported twice in the Bug forum now. :D

I noticed the same today in 1.2. A border dispute gave me a nice pretext to fight my ally Massilia. And then I discovered that I am not able to dissolve the alliance. I do not know why it is so difficult to make the diplomacy system work. It really is not complex.
 
Could someone post a savegame when this is in effect? I believe I know what causes it, but I need a save to log it as a bug.
 
Plus it works the opposite way. If you have a nation giving you tribute and it is allied with another nation. You cannot cancel tribute either.

Ive got a savegame. Its a MP game though, but i guess thats ok? How and where do i send it?

alright, attach it to a mail and send it to support@paradoxplaza.com write "rome bug for Dan" as title and include a link to this thread in the mail.
 
As a side note, let us say your ally (sparta) is paying tribute to a state (rome), is not also allied with them and also pays tribute to you. If you declare war on that state receiving tribute (rome) and call your ally to arms (sparta), your ally will declare war on and fight a state with whom it is still paying tribute.

Amusing to think of the poor little tribute locked state directly funding your trops while also directly funding the troops with whom it (and you) are fighting.
