Playing as Poland, Autosave 1 per year, Normal, Normal, not excommunicated

My second King Miroslaw went crazy, so I figured that I'd listen to that damn pope and go hunt me some muslim in the hopes that they'd off the Madhatter King.

I conquered some Basque country. Miroslaw the Madhatter was still alive, so declared a new war and decided to throw his piddly army against a new muslim opponent (3x his troop strength and lo and behold he returns to his senses! that has gotta be the coolest thing a Paradox game engine has ever done)

Swarmed the muslims with huge armies and now my vassals own a goodly chunk of NE Spain.

Problem is that I can no longer create Ducal or Kingly titles (and I KNOW that I had a few options available to me, just didn't meet the 66% clause for about 2 kingly titles (Rus and Cumans) and 4-5 ducal). The option is greyed out.

I have plenty of money and want to make a ducal title or two in NE Spain to simplify my vassal chain.

Teutonic Order pops up repeatedly, this is annoying. Especially if, as Poland, I already took out ALL of the Baltic pagans - it'd be nice to get an option to decline their 'services'. (Note I finally gave up and let them have a shitty province Reval in Estonia).

update:

Reloading and then Conquering a new territory 'solves' the issue - "Create title" is no longer greyed out and all the potential titles are back :)

Was your desmene reduce to 1 ?

I may be thinking of something slightly different, but this is my experience. If you have some potential titles to create, but none that you actually can create at the moment (you don't have the requisite 2/3), then the button will be greyed out completely.

But if you have the 2/3 necessary to create at least one title, then the button will be selectable, and ALL potential titles will be displayed.

I may be wrong (I'll double check when I get back from work), but it would still be nice if you could view potential titles regardless of how close you are to getting them.

Cat Lord: no I had 8-9 counties in my personal demense.

Magicpiper: No, there was at least 1 title that I could have created (I was leaving it on purpose for the 100pt prestige boost), but luckily reloading and conquering 1 province worked as well.
