Unable to create new type of runway/taxiway

I try to create new type of runway/taxiway (with runway road mod) by road editor
when i load into the game it always say error and unable to load the new type of road

Check you Game, and Start the Game with Parameter -noWorkshop note uppercase lowercase

Or Parameter -disableMods or both parameters, note uppercase lowercase
