unable to declar war/blank casus belli

Description​

I have an unpressed claim on the duchy of Strymon but when selecting the "Declare War" option on the current duke of Strymon, I get the message "No casus bellis to choose from."
It's possible I'm missing some logic that prevents me from declaring war, but I don't know what. We are vassals together, but our liege only has crown authority level 2. I feel at the least I should be seeing a message that explains to me why I can't declare war.

( I'm unclear if any of this is relevant but: I originally got the claim by having my priest fabricate it. I'm not sure whether I was able to declare war then or not since our realm had high crown authority at the time and I didn't try. I spent about a decade trying to get a hook on my liege. My hook scheme got prematurely interrupted when my spymaster discovered a secret that allowed me to blackmail my liege for a hook. Right after that, the liege for some reason decided to change the law to a lower crown authority level and that's when I discovered I couldn't declare war for my precious duchy.)

In the attached save game, try to declare war on the duke of Strymon.

Celibate characters can't press claims. This has been in the game since release so at this stage, I'm not sure if it's intentional or just an oversight.

Additionally, you're a hunchback - Byzantine culture prevents physically disfigured characters from pressing claims against them. That much is WAD.
 
Thanks so much for the explanation! This one had me severely baffled.

I'd still very much like an in-game message that tells me what's going on - the existing messages are usually very good at telling me why I can't do something, e.g. when I tried to declare war earlier on someone else, it gave me the correct casus belli but then had the actual declare war option grayed out with a red ! explanation that I couldn't declare war on a fellow vassal without having a hook on my liege. I would have expected a similar ! warning for my poor hunchback, although I suppose that unlike having a hook, being hunchbacked is not something I can change.

Anyway, thanks!! I'm very happy to know what's going on.
 
Ok it has me baffled. I am unable to declare wars on various Duchies/Counties despite being told I can. I get the Casus Belli, but I also get a warning that I need a hook on my Liege in order to be able to declare war....

So..... playing the newest patch.... with Tours and Tournaments. I am Duke Guillem V1 of Toulouse.

Seems fairly self-explanatory? You can declare war, you just need a hook to do it.

I mean, ideally, the Current Situation tab advising you that war is possible could check to see if you have a hook on your liege and if the realm laws require it in the first place, but that's more of a suggestion than a bug.

Check your lieges crown authority, thats probably whats blocking it
