Unable to designate regent after succession AND wrong person takes regency

Description​

As duke of Anjou, I had my younger son appointed regent. When I died, that son inherited another duchy and became a duke in his own right. Playing as my heir the new duke of Anjou, I am not allowed to designate regent, and even though my sister is shown as Regent-Presumptive, my brother duke takes regency every time I go on an activity.

Surely that's a bug?

Edit: I realized that the cooldown on designating regent has finally run out, and was able to assign a different regent which stopped my brother from taking regency. However, the save should still have the bugged one.

Steps to reproduce​

Probably complicated, so I'm attaching a save. Go on a hunting trip and watch duke of Poitiers become regent.
