Unable to resize landfill after extensions placed

Expected Result​

Either resize to fit around the extension that was placed OR propt the player that theres an overlapping item

Actual Result​

Allowed to place extensions within landfills lot that are impossible to edit after the extension.

Steps to reproduce​

1. Place a landfill
2. Build a large lot for landfill
3. Place a 'Hazardous Waste Collection Point' within the landfill lot
4. Wait for the Landfill to fill up
5. Tada! Now unable to resize the landfill lot
