unable to send ground combat missions to specific french provinces.

I'm playing as Germany and I try to do ground combat missions into any north eastern french province but when I do the bombing route says Lorrain_alsace.

Starting checking it out and I cant ground combat any province I actually point to in france. They're all going to lorrain_alsace.

Just checked and I cant ground combat any specific province anywhere..france, poland etc...they all go to places I dont need them at.

am I missing something?

I also made sure during setup that all air actions for provinces were check boxed.
