Unable to support common and centralization/decentralization reforms at the same time despite AI being able to do it.

Description​

When clicking the checkbox to support any reform in the centralization/decentralization tree it automatically clears your supoort for the last two common hre reforms that are not needed to access the trees namely Create the Landsknechtswesen and Ewiger Landfriede. This is probably not intended since the AI that doesn't use the checkbox system is able to be in favour of both enacteing and additional general reform as well as one of the branched ones. It is even able to support a common a centralized and a decentralized reform all at once. To fix this please make the reforms individually supportable.

Steps to reproduce​

Start as any hre member and interact with the interface.
To observe AI voting behaviour cheat your way up untill Perpetural Diet
