Unable to transfer occupation to subject

Description​

I am occupying provinces in a war in which I am joined by all my subjects and 3 allies (and their subjects). After occupying a province, I wish to use the Transfer Occupation button to transfer occupation to my vassal, as it is their war goal that we are using. However, once I select the Transfer Occupation button, only 2 countries are available, both of which are allies, and my other allies and all my subjects are not available. I have reloaded the game multiple times and the error persists.

Steps to reproduce​

Loading my game file in the middle of the war, selecting "Transfer Occupation" and noting that only 2 countries are available, both of which are allies, and my other allies and all my subjects are not available.

Resolution:

Retsarting the game, peacing out a secondary participant and then allowing a month tick updated something and I am now able to transfer occupations.

Just in case it helps with the fixing, this has recently happened to me when the HRE emperor (my ally in a war) died, and I suddenly couldn't transfer occupied provinces to any of my subjects. Restarting the game did not immediately help, but then a few months later I finished annexation of a subject, and suddenly the issue was fixed. I guess the game updated its internal list of war participants or something.
