Unable to unlock Main Buildings For any Industry (Ps4)

I can't unlock any Main buildings. I do paint the area appropriately, and when I zone for industry, it will build the right industry, but since I can't unlock the Main building, I also can't unlock any other buildings like barracks, or extractors, etc. , just warehouses. This occurs at various populations. please help.

The specific industry areas...i.e. Ore, Farming, Forestry. When I zone with those areas, those types of buildings do get built (on their own).

they're the vanilla industry districts. the DLC areas are painted with a different tool. on PC they're to the right of the others

Unfortunately I don't have a screenshot for consoles, but I have from PC which should help you look for the right icon. It's the "Industry area" tool that's different from the district tool you're using.
