Unable to upload to workshop

I click the publish button and it turns blue, nothing else happens.

Make sure you've agreed to all the agreements on Steam. Saw someone with the same problem earlier this week which was because they had forgotten to agree to the workshop user agreement.

It says that I agreed years ago, and when I click agree again nothing happens
