Underground wonder is not guaranteed?

Going for the 'Job's done' achievement (Fully develop all buried wonders in the underground, before sol 100)

However, I think I fully developed underground but I haven't seen the third wonder 'Artifact Interface' yet. I checked the border with a light tripod and they all say it's out of bounds so I think I have the full map.

Is wonder kind of random based and you're not destined to meet them all?
