First, the question. I occasionally run across the odd port at which you cannot dock, e.g., playing as Portugal just now I cannot dock at the Azores, which needless to say is quite a pain. Azores is a city, it is developed, but when I send the fleet there they just go to the adjoining sea. Is this a bug, and if not what is up.

Second, this is the first time I have posted in a while. Congratulations to Paradox on the really cool improvements to the post window. :)
 
I occasionally come across this problem, but it's not a bug. It's just that small islands like the Azores are hard to click on. I learned after a bit that you have to click on the landmass and not the port symbol to get your ships to dock. So try to right-click on the islands when you're ordering your navy and not the port symbol and you should have better luck. :)
 
When you have selected a naval force, your cursor will have two types of icons in a circle: A ship with sails raised, and an anchor icon. When the anchor appears, it means you are telling them to dock at the current cursor position should you decide to click.
