I played as Prussia and had the Bismarckian reforms event, which put three of my social reforms to Good level. The event also gave huge debt and the reforms are expensive to maintain, therefore I set the funding of social reforms to zero. When I check the pop militancy modifiers those reforms still decrease the militancy, even if they are unfunded. Isn't this unlogical? If you don't fund the reforms they shouldn't give you any benefits...
