Yes maybe iceland having 7 provinces does not make sense.

It doesn't matter how large the nations are - what counts is their population size and historical importance.

And the low countries had a far bigger population than eg. Sweden...

Wrong. If the population counted, Pol-Lit would have to have three times more provinces than Italy. And China... well :D

I said it counted, I didn't say it was the *only* thing determining the number of provinces.

And Poland wasn't *that* much more populated than Italy... in fact, I'm not even convinced it was more populated than Italy at all back then.
