1.05b (and 1.06) included an updated db\units\ballistic_missile.txt and 1.06 includes an updated db\units\icbm.txt; I don't think either of these files is actually used by the game (even though they were present in v1.00). ICBMs are actually model 2 in flying_rocket.txt (which hasn't changed since 1.04) so any changes intended for them should go in that file.
