Description​

Units cannot leave Togo province. Before that happened, Togolese Commune was released via decision when it was occupied by enemy. I attach save game where it is still an issue. I have only cosmetics mods enabled.

Steps to Reproduce​

1. Set units to area defence in Togo, select port only.
2. Enemy attack, wins and get that only province.
3. Few days after that Togolese Commune was released via decision.
4 Units that attacked that province wins, but cannot leave.
