Unknown File Type

I have loaded HOI2 updated to 1.2. I use Windows XP Pro. I went to my Hearts of Iron 2 directory to make changes to my settings (I wanted to turn the music off and check the screen sizes), but when I click on the settings icon I get a message "Failed to load ... settings.cfg. Unkown File Type." When I was using Windows Me I don't remeber having any problem. So I went back to my Hearts of Iron file, where I know I made changes to the settings when I was using Windows Me, clicked on the settings file, and it gave me the same message. Is this a problem with Windows XP, or is there some quick fix that I'm missing? I'd like to be able to change the settings. :confused:

Um, as far as I know there is no settings program for HOI2, since you cannot change the resolution of HOI2.
