Unlanded vassals are an issue

Description​

As a nomadic ruler, I have a 1000 vassal limit. I am way over my limit as over 600 of them are unlanded nomadic vassals with nomadic camps and even some with kingdom titles. Every time I have a revolt which happens every 2 years, I have more of my landed vassals become unlanded increasing my overall vassal count. The only way for me to try to manage this is by individually making each unlanded vassal independent but with over 600 this quickly becomes unmanageable. This does not work for the ones with kingdom titles at all as those are de jure and I can't make them independent so they take a vassal spot but have no land and I can't revoke the kingdom titles either for some reason (the nomadic camp is my assumption). Is this the intended game play?

Landless vassals are a ticking time bomb in general. You can limit landless adventurers, but there are no limits for landless administrative vassals—and now apparently not for nomads either. So the game is completely broken and reliant on crude mods that cull the population just to keep the game engine from collapsing after 200 years of play.

For example, if in 866 you decide to make the Persian Empire administrative, and then later invade it with the Byzantine Empire, you inherit all its mansion vassals—potentially over 300. Strategoi who lose land because a child inherits keep stacking up into a lag pile.

It’s ironic that the administrative government, which could be the best suited for world conquest, suffers severe consequences if it expands its model. A historical, administrative Roman Empire can already cause major slowdowns in a short time.

A personal mod I made for myself basically gives higher score bonus to unlanded house heads when current ruler doesn't have a more proper heir, like a dynastic heir, where the current heir would likely be creating a new noble house title upon succession. So in the end, creation of new minor house titles are curbed as long as there are unlanded ones to fill the void.

For landless nomadic vassals, I think the solution is to auto purge them via script, on conditions which make them not relevant to the bigger picture.

I've also had this issue with Administrative governments. My terrible solution is to also grant landless administrative vassals independence. I have found this helps performance a little but it is temporary as more houses are created all the time.
