I would like to unlock all 25 tiles to play on, without having to unlock everything.
So far the mods I've found will unlock the 25 tiles on the last milestone unlock.

Is there a mod that does this, and if not, will the 'unlock all' mod unlock all the special buildings and monuments as well? Is there a mod to just unlock all milestones without unlocking specials/monuments?

I played around with trying to do just that (25 without unlocking anything) on release day, I couldn't find an easy method for 'enabling' the "area menu" to show right (so you could select\buy them even though they are enabled and unlocked) without having hit the milestone progression, I'm sure it can be done, but I just gave up and unlocked the milestones, I may take another look at that now that I understand stuff slightly better and prior I was only trying to use official mod api and hadn't looked through the source yet.

For now if you want use one of the existing mods + launch option
--enable_dev_ui hit tab, use unlock milestone\progression; don't hit monuments if you don't want them.

or you can take of the existing mods and just modify it to loop through the milestones list\enumeration and unlock them (pretty sure that will not effect monuments\special buildings (ones that require other things being built), or while I never bothered to try it the built-in unlock all mod probably accomplishes the same thing.
 
I got a PM reply from someone that used both the all 25 tiles mod and the 'unlock everything' mod. Apparently (and lucky for me) the 'unlock everything' mod actually doesn't unlock the special buildings and the monuments. So I'm good to use that :) I don't mind unlocking the last milestone this way (was getting close anyways).

Leaving this as a reference for people who might have the same question.
