Summary​

Unraised men-at-arms full maintenance is not modifiable / ignores existing modifiers

Description​

As far as my testing goes, this is applied :
army_maintenance_mult : modifies the maintenance of raised levies and maa
men_at_arms_maintenance : modifies the maintenance of unraised, non-reinforcing maa
In the case of a regiment that is not raised but is reinforcing, the high (as if raised) maintenance cost seems to be applied, but without any modifiers. This seems a little problematic and not conform to what would be expected.

EDIT: to expand a bit on why I think this is incorrect, if you have MAA maintenance modifiers, it could be cheaper to raise your reinforcing men at arms than to let them reinforce unraised.

EDIT2: There seem to be some display inconsistencies between the create regiment's window and the general military tab, so it may not be the real problem. Playtesting with some -50% MAA maintenance, I am however seeing an instance of treasury going down every month, even though monthly income is displayed as positive.
