If I am playing CS my first square is the one that I use for my downtown area, which is yea, because that's when I have the most time to go around roads, etc. Through the area and I don't need to build anything large like a university area.
So when I start my city, I start with the downtown area, but I can only chose low density buildings. I want high density buildings in my downtown area, which is a pain for two reasons:
1. I have to go back and manually delete zones and redraw them, which I do with a large brush
2. My city goes broke from a lack of housing and businesses generating taxes whilst I wait for the buildings to be deleted and rebuilt. This has bankrupted me
3. I had a good mix of residential and commercial districts which gets undone by the huge brush
There should be a brush which allows you to "upgrade all zones" which convert all low density zones to large density zones, which allows the process to happen naturally and slowly
