Description​

Upgrade Centre of trade notification still appears even though I don't own Dharma DLC (anf thus i can't do it)

Steps to reproduce​

1. Dont own Dharma. 2. Own a centre of trade in game. 3. have enough money to upgrade the centre of trade.
