How do you actually upload to the steam workshop. I see no options in steam, or in the mod manager in-game.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
The mod editor has an "upload" option under "file", and the arrow pointing up on the row of buttons also uploads.
One other thing, I converted an image to TGA and put the path in the preview image box, but it just shows a black screen on steam. Any ideas?
Edit: Got it to work by placing a .jpg file in the mod folder and manually filling in the file path in the mod editor, instead of using the browse for file function which limits you to tga format.

It's a known issue they're working on, so in future the "correct" method should work properly.
