In principle this should work. I personally would prefer more unit models but 3 would probably represent the different unit types adequately.
Some (1914) strength estimates:
Austro-Hungary roughly 22k per division
Belgium roughly 22k per division
Bulgaria roughly 24k per division (thought those were larger)
France roughly 16k per division (and very weak artillery, reserve were even worse)
Germany roughly 18k per division
British Empire roughly 16k per division (Canadian roughly 4k more)
Italy roughly 16k per division
Romania roughly 16k per division
Russia roughly 20k per division
Serbia roughly 16k per divsion
Ottoman Empire roughly 18k per division
USA roughly 28k per division (1917)
If those numbers are correct I'd use 16, 22 and 28 as manpower requirements for the three types of divisions.
(By roughly I mean that in most cases I had to calculate diisional strength starting up from battalions, adding in recon. artillery, engineers etc., in some cases I had exact numbers (I probably have exact numbers for most division types, but not readily at hand), another thing to consider is that most countries had more then one type of division (french line, reserve, territorial, fortress and colonial for instance)).
