The Russian army was actually well equipped in 1941 (i.e. NOT obsolete), just very poorly co-ordinated and suffered from logistics problems (for various reasons). Also (and again for various reasons) almost all of the Red Army wasn't even mobilised at the outbreak of war...

That part is not actually true (about 2,000 iirc), but - Soviet tank production was always higher and their armament expenditure was equivalent to Germanys pre-war
