Using custom assets to hide power lines

I was reading an old thread, and someone said that they created a rock asset that transmitted power. They placed a series of these rocks underwater and used them to transmit power - allowing them to eliminate those unsightly power lines.

I couldn't find a similar asset in the steam workshop, so I'm thinking of creating my own. I've never created a custom asset before. What steps would I need to follow?

Would I need to take special steps so that the asset can act as a power relay? And any special steps for creating an asset that can sit underwater?

No need to fiddle around as there are plenty of these assets in the workshop already, i.e. Actually Underground Power Cables.
