Hmmmm - I tried this but couldnt find a program to open the .spr files with.
The shields, flags etc can be edited in something like Paint Shop Pro.

I've tried even tpo copy and rename some uniforms but to no success. Example I tried copying Englands soldiers and renaming with the HEI tag I copied and renamed both the sets of the uniform. But it didn't work.
Unfortunately the uniforms are hard-coded to the tags.
The "European" tags with specific unit bmps and sprs are ENG, FRA, HAB, HOL, POR, PRU, RUS, SPA, SWE and VEN.
All other use the minors.
