Please explain your issue is in as much detail as possible.
The Guardian Subroutines tradition in the Unyielding tradition tree does not grant the StarBase upgrade discount it is supposed to give. It still gives the +2 StarBase capacity as it describes so the game still knows the tradition has been taken. It's alloy discount to StarBase upgrades is simply not being applied. I cannot find any reference relating to this in the 3.10 patch-notes so I assume it is unintentional.

In the screenshot you will see the "Zimatullon Shipyard" StarBase still costs 500 alloys to upgrade. It should cost 250 with the Guardian Subroutines tradition which you can see I have taken in the other screenshot.

Steps to reproduce the issue.
1) Build any outpost
2) Take Unyielding tradition tree up until the Guardian Subroutines tradition
3) Observe no change in StarBase upgrade cost

Can confirm having same issue, in fact no bonuses are being provided by ANY of the modifiers for stations, ships, build speed, anything. it's all the default costs/build speed

In the ship design menu, the cost of building a ship is correctly reduced in accordance with tradition and the program, but if you try to build a ship at the shipyard it will cost full price

same issue, specifically with starbases not receiving cost reductions on upgrades from tech or tradition perks. oddly enough though, ship costs are increased from negative councilor traits. in my case, it was the 'peace protocols' negative trait on my regulatory node.

another odd thing: i remembered my starbases and orbital rings getting these discounts earlier in my game. i don't have screenshots, but i do recall the discounts going away AFTER one or both of the following: researching 'optimized station construction' or selecting 'guardian subroutines' on the unyielding tradition tree. that or the micro-patch a couple hours ago borked up starbase cost reductions

We are aware of the issue, it has already been added to our bug database.
^probably the same issue as the one where NiedzwiedzzCyberLasu mentioned, so at least we know pdx is aware of an issue with ship/starbase discounts being messed up

Love how multiple people have commented on this and Paradox is ignoring it.
That report is two days old, either they don't care (which I doubt, as of now), or they have more important things to do than answering one bug report post amongst several lot others, like actually fixing things, or being on weekend.
 
This bug also has a positive(?) effect. If you are above your starbase limit, the overall upkeep cost doesn't increase by 25% per starbase above the limit, in fact, it doesn't increase at all ! E.g., I have a limit of 34 starbases, which results in a cost of 695.00 per month, regardless of if I build 34 or 1000 starbases.
