Could you just do a step-by-step thing please, in the same sort of way as what Emre Yigit did? I'm sure many others would find these useful, as well as me.

creating a second Victoria directory means creating a new folder on your desktop, name it VIP, and copying the contents of the Victoria folder on your hard drive into that desktop folder.
So if you have Victoria 1.4 on your computer, copying the contents of your Victoria folder into the new VIP folder on your desktop, and that will give you a second copy of Victoria.
Then, download VIP 0.45 and have it save to the new VIP folder you created, overwriting the base files that you copied from your original Victoria folder
After that, download the VIP hotfix to your desktop and copy the contents into the VIP folder - these will overwrite the files in your VIP folder to the latest version
To run the game with VIP, you MUST start the game by clicking the icon in your new VIP folder, not the shortcut (since the shortcut only connects to your base Victoria file on your harddrive)

In what folders do I save the patch 1.04 hotfixes? The hotfixes for VIP 0.45: on the website to download it, there is no "download" button.

Yes you must do a manual transfer for the hotfix files, drag them from the .rar or .zip file to exactly the same file name in your copy of VIP. The hotfix files will then overwrite the older files and you will have the latest version.
On downloading, the host has you enter a code at the bottom of the screen when you click on the link, you have to type in the "distorted" code into the box, then click "submit". If you enter the right code, it then takes you to the page to download.
The host for the files has this as a security measure, and its a fairly common security method.

Nations are prevented from colonization in the first half of the game. Open your diplomatic window and you'll see a list of being prevented to colonize a region by your own nation until usually 1879 or 1880.
Ths allows for the colonization of Africa and the South Pacific to be able te be a "scramble" among the major nations, and prevent ahistorical colonizers like Russia or the USA to get an early jump, which was a problem in Victoria pre-Revolutions and its transformation of the colonization system.
