v1.0.0. (8899) No ships in Hawaii during Pearl harbor gambit and lend lease to landlocked countries

Playing as Japan, received notion that "the US Pacific fleet has been spotted anchored at Pearl harbor." So I prepared to attack it, only nothing happened when I positioned my navy and set my carrier planes to attack ships and harbors. So I was looking into why and loaded up the US in the same save. I found that ALL of their ships were on the east coast. Which is weird when using that focus, Gambit had still 46 days to go. And since the focus requires AT MOST 7 capital ships putting 0 ships in Hawaii satisfies that requirement. Secondly I checked the UK's navy as well and all of their ships were located in southern england. It seems the AI has some trouble managing multiple fronts when it comes to naval engagements.

In both of these cases there was no war yet between the axis and allies so that might be a reason why all navies had been stacked in the same place, but that would still be a bit of a strategic error.

Also another thing Im having issues with is the fact that I cant send lend lease to a country with no convoys. I took all china's coastal provinces and puppeted Peoples Republic of China. Now I cant send any lend lease aid to the even though we share a very long border. Honestly it should be possible to send lend lease aid by train or trucks for example.

They have to provide the convoys I think. And if this is Japan to China, then they can't go overland because they come from Tokyo, not Manchuria.

Can you clarify which focuses you are referring to here please. I can't see one called Gambit. Have you taken Southern Expansion and Strike the USA? Did you DoW USA with the wargoal?

OK, got it. Never got that far with the US NFs in the Wiki:

The NF is only available if USA has less than 8 capital ships in Hawaii and then gives a wargoal. The fact that the US fleets are on the mainland is not a problem. The NF only happens if USA leaves Hawaii poorly defended or completely undefended. If they have the whole Pacific Fleet there the NF can't be taken.

Within a couple of days of the NF starting Japan gets an event informing them of this situation, and gets a wargoal. Look on the diplomatic menu and you should see that you can DoW US, without having to justify a claim first. That's very unusual.

But the free wargoal only lasts while US are taking the NF - at most 70 days. If you don't attack within that time, then the wargoal should be removed and you have to start a war in the normal way, by justifying a claim. Or waiting for the US to get pissed off with you and DoW you. They will eventually, even if you don't attack them.

The sequence doesn't allow you to attack ships in the naval base in Hawaii, and sink half the Pacific Fleet. It allows you to DoW then you decide what to do then. You might be able to use this to actually invade Hawaii if they have left it completely undefended navally.

I've just tested it myself and it works as expected. I suspect you didn't DoW quickly enough, then lost the wargoal?

For a US player, you cannot force the Japan AI to DoW when they get the wargoal. You just give them the opportunity, and see if they take it. I suspect most of the time the AI is programmed to take it, but if they are still in a war with China or the Soviet Union, then probably less chance.

If they don't take the gambit then USA can get them on the next focus in the branch, Defense of the Pacific

They have only 4 convoys available for shipping max 200 infantry equipment per month. That would be far from enough to arm china.


And I understand what you are saying about PH Gambit. It's not about a port strike like the attack on pearl harbor but its just an invitation to a naval invasion. I tried it and i landed marines on Hawaii so thats nice.
