Its all in the title folks, my sectors are not constructing construction ships. Either they are not constructing them like they are supposed to, or construction ships built in sectors are not being transferred to sectors.
I am 93 years into the game, and I have had to do all the orbital construction in the sectors.
I made a new game, and same thing. No sector construction ships.
On a side note, observation stations and colony ships are assigned to sectors, which I do believe is a bug as well.
