v1.0 [8899] SOV_move_industry_to_urals doesn't check for state controller

Soviet national focus SOV_move_industry_to_urals does not check whether the affected states are owned and / or controlled by Soviet Union.
Soviet AI will unlock this focus only after it is in war with Germany. Therefore, it is possible, for example, that Leningrad is captured by Finland during Winter War or by Germany with an amphibious landing at the start of Barbarossa, but Soviet Union still manages to sneak those occupied factories away.
Same works in reverse too: if someone (Japan?) manages to capture the relevant state(s) before Soviet-German war, the Soviets will helpfully transfer some industry to their enemies.

Please note that I haven't yet played enough to actually witness this in game, but base this report on ...\Hearts of Iron IV\common\national_focus\soviet.txt and my understanding of Paradox script.

I had this bug in my game. I already had Leningrad, Moscow and Stalingrad in my hands, but they used that focus and just moved huge junk of factories to Urals - directly on my frontline.
