Even the strongest vasall will wait until the rebels on his land captured a holding befor he reacts, forcing the player to micromanage every small peasant rabble that revolts or risk losing stuff in the province due to rebel events while the vasalls gets his troops.
I give those men lands to control and police, so they should deal with their internal affairs themselves and only require the help of their liege if they get a full blown revolt everywhere.

True, but it should be optional if I help them or not. It's just unnecessary micromanagment forcing the player to raise the 1k levy in the province 200 rebels try to siege.

Why? It's his demesne... not like you're getting taxes from it... I don't mind this mechanic so much. BUt perhaps an event could pop-up where I could say to the noble "I am not helping you." So he kick starts his defense, otherwise I would like the option to handle it and get that +25 modifier. (They STACK!)
 
Are you sure that the siege was actually an on-going one? Since the AI is more or less meant to mimic human behaviour (rather than being super good) I can see it plausible for it to wait. I usually wait to engage sieges too, especially if they are on hold, meaning the defending force are larger than the attacking one.
 
This is a good example:
Rebellion in Gniezo. No one reacts. Despite having the Count of Gniezo, the Duke of Greater Poland and the King of Poland able to defeat them.

I usually wait to engage sieges too, especially if they are on hold, meaning the defending force are larger than the attacking one.

The OP is talking about a peasant rebellion. Don't those always go straight into siege mode?

Good screens, I will look into this since it really looks like the trigger doesn't go off until the siege is half lost.

They do, but there can also be a case where there's not enough peasants to actually outnumber the defending force, but since this wasn't the case (as shown in the screenshots) you may disregard what I said.
