Vassal contract changes are not working properly now (resolved)

Description​

The vassal contract interface is completly broken now. It counts everything as "change", the tax, levy obligations and special rights you currently have are count as "changes". (I tried it in my current playtrhough and in a new game, same problem.)
It seems that the interface counts "no taxes, no levy obligations, no special rights" as my "current" obligations, because when i start a new game as a cout or duke with "low tax and levy obligations", set these to "none" it says "these are your current obligations, you must suggest a change".
I dont know if it matters, but all DLC's are installed.

EDIT 1: It seems that it only occurs when i am the vassal. As the liege everything seems normal.

EDIT 2, 10.05.2025: The problem is fixed, no problems with this kind of issue for me since. Current version 1.16.1 on PC. But it looks like someone on the console version still have this problem.

still works as vassal, got council rights for more levies. maybe a mod? does checksum match?

On your Screenshot: It says you have 3 changes, on the right site under "effects". (low taxes, normal levies and council rights) But that is wrong, because you changed nothing on the tax section. But it says "you gain low taxes" and counts this as a change.
Its because the game "thinks" your current contract is "no taxes, no levies". If you set taxes and levies on none, it will say "you must change something" and no change will be displayed on the right site under "effects".
When you dont raise the levie obligations, it still says that there are 3 changes, because it counts "low levies" as a change, because it thinks your current levie obligations are "none". If you have a hook on your liege, normaly you could get one extra change (lets say war declaration). But the game will say: "you cannot offer more than 3 changes".
A change to the contract like this should work:
+council rights
+war declaration
+normal taxes (raised from low)
with a hook on liege
3 changes in total, balanced due to the hook, should be possible. But the game says: "you made more than 3 changes".

Or try this:
+ council rights
+ normal taxes
+ march (requires no hook, but your holdings must be on the border with another realm, so try it with bohemia or austria)

Would be 3 Changes, but the game will say its 4 and you cant do it.

Look on this screenshots, the change on the first one shouldnt be possible. (normal taxes, no levies, council rights, march, 4 changes in total) but i can accept this, because the game "thinks" no levies is my current obligation) And if i do accept and look again (second screenshot) i have the council rights and feudal taxes are raised, but the levie change didnt apply.

The problem is: If i already have lets say council rights, high taxes and low levies and my ruler and my liege died, then normaly i could change my contract another time. Lets say i want war declaration and raise taxes again for that, i cant, because the game says: "more than 3 changes" (1 change in taxes, 1 change in levies, 1 change because of council rights, 1 change because of war declaration) but thats wrong, its only 2 changes (tax and war declaration).

I have the same problem. In my opinion, it has existed since the update 1.13.1. The update 1.13.2 came out yesterday but I couldn't test whether it was fixed.
I think it came in the update 1.32.2, because i never had this problem before. And i tested it, when i set my game version back to 1.32.1, everything is normal.

I'm having the exact same problem. My current contract with my liege is "Low taxes, normal levies, religiously protected."

I am trying to modify it with a one-for-one exchange: high levies, add sanctioned war declaration. It says I am proposing more than three changes even though I am not.

I have attached my save file.

I encountered the same issue. I test it out on the Habsburg which has low and low on year 1066. But I initially encountered the bug with AGOT mod, thought was the mod, but it's the base game.

I am experiencing the exact same issue, which is quite frustrating since it makes the game practically unplayable as soon as feudal vassals are involved.

Okay, this issue makes the game nearly unplayable for me. Encoutered this when I was playing the county of Görlitz and wanted to have a seat in the council, so I changed the vassal contracts. The balance between the different points in the vassal contracts is no longer correct.

@Nalicko I am not able to reproduce the issue with the current version 1.14.2.2 (in a newly started game), perhaps it has been fixed in one of the updates since 1.13.2. Are you able to reproduce it?

It seems it has been solved, played a couple vassals in recent versions (now 1.14.3 test it again at habsburg 1066), vassal contract could be changed as supposed.
