Is vassal tax modifier target (city_vassal_tax_modifier) defined by government group (republic_governments) or by prefered holding (preffered_holding = { CITY })?

Vassal tax modifier looks at the government group, so anything in "republic_governments" would be affected by "city_vassal_tax_modifer" and so on.
"preferred_holdings = { CITY }" just means they want to change the capital of their counties to that type of holding.
