I was wondering, would anyone happen to know what the conditions are for forcing a ruler to become your vassal as part of a peace "treaty"? I'm currently playing with the DVIP mod, so I don't know if that makes any difference or not.

For example, I'm playing as the Duchy of Gwynedd, which starts the game with a claim on the title of the Duke of Deheubarth. When I occupy the only province ruled by the Duke of Deheubarth, I only have the option of taking the title of Deheubarth, not making a claim on the title, or recognizing the current holder (Rhys Dinefwr, I think) as the rightful Duke of Deheubarth. I thought that in the past I've had the option of taking the title of Deheubarth and forcing the former holder of that title to be my vassal, but it may be that I can only force a ruler to be a vassal if I have a claim on their count-level title. I tried saving and reloading to see if that would give me the option of forcing the current Duke of Deheubarth to be my vassal, but it didn't.
 
You can only vassalize someone when they have a rank lower then yours. So a duke can't vassalize a duke but only counts

In this case, you can best take his duke-title and then sooner or later, once the former duke of Deheubarth dies and when you have an honourable reputation the then count of Dyfed will ask to become your vassal.
