Unfortunately I've only just escaped the 'Endless DLC Archipeligo' after 20 years of trying,

No idea, my guess is this is an official Paradox created artwork since I found it on their twitter but I don't know who did it. A team of artists, maybe even 3rd party hired artists, most likely
