The province of Vexin, located in northern France, is able to build fisheries, harbours and shipyards, despite being landlocked.

(while two islands in the English channel seem to belong to the province, based on them becoming highlighted when selecting the province, they seem too small and insignificant - and much too far away from the actual province anyway)

Krizevci too. It's kind of WAD however, since I presume it's not possible to change it, unfortunately.
 
The problem with these two provinces is that both are inland provinces, but in addition to their inland area, have a little island assigned to them in a nearby sea (the Channel for Vexin, Adriatic for Krizevci) and I don't know any way short of changing the map to make those islands part of some other province.

Isn't there some province adjacency file somewhere?

There is spread_neighbours, but that deals with spread neighbours, aka two provinces being "neighbours" for spread event purposes, even if they aren't neighbours on the map.
 
There is adjacent.tbl in the map folder which I assume does the same as in EU2, that is block or open up for (direct) movement between provinces. I don't know how to do it, though.

However, I would intuitively think that the ability to build these kinds of upgrades could depend on the setting in column 8 in province.csv, since the headline kind of suggests it.

Well, starting to modify the tbls is pretty much like changing the map, no? That hasn't (afaik) been done in any official patch to any game, so I'm not holding high hopes that they would start now. If Inferis makes his map-making tools compatible with CK, then it's a different story.
