Given Victoria is about industrialisation and innovation just as much as it is about politics and warfare, how about using a famous inventor or industrialist like Tesla, Edison, Benz, or Bell? They also feel like more of a icon of the era than someone like Napoleon III.
On a serious note maybe Giuseppe Garibaldi?

I love the fact that Victoria II's loading screens depict alternate history things that never happened, like US-British naval battle near London and Britain fighting the Confederacy and stuff like that.
I'd like more of that, maybe Theodore Roosevelt captured by the Spanish or, as other people mentioned, Queen Victoria and Bismarck in a bedroom together.
As for a specific icon? I'd throw my support behind Napoleon III or Mitterrand. They were both significant figures in this period and either would look great for the face of the game.
