OK, this problem is driving me mad.
Please please please please help me. I am playing Vic2 steam version with AHD and HOD. I want to play mods. I downloaded HPM mod, I put it in steam/steamapps/common/vic2/mod I installed them correctly, that is, there is an HPM mod folder and the movie type launcher folder. They even appear on my mod checklist. I press HPM on my mod checklist. But in the end, the game opens as Vanilla HOD !!! I tried downloading the mod and vic2 again, but nothing works, I am just unable to play with mods. Please help. Please help.
I have also verified my vic2 steam files several times btw.
 
When you unpacked your mods, the unpacker likely created another tier of a folder, which can then cause this.
Move the mod out of this folder.

In other words, when you open the HPM folder, you should then get the folder and file structure similar to the game files folder for it to work.

What do you see when you open the HPM mod folder? I'm guessing just a single folder, and inside of THAT folder are the mod files. The mod file tells the game "Use the files inside of the folder with the name of (whatever is defined in .mod) to add to/replace vanilla files", but if there aren't any relevant files that mimic the file architecture (common, history, map, etc.), then nothing is changed.

Second tier?

Here is a demonstration of what the files look like for my mod (The Heirs to Aquitania) to work (Note: there are two pictures):
You need the .mod (MOD) file and the folder. Inside the folder there should be some more folders like common, history, gfx, etc. If the folder is empty, then that's a problem with what you downloaded or how you handled the files after downloading them.

so I'm having a similar problem but one of the files shows as a media player its all in the correct area I'm so confused I'm honestly thinking about giving up on playing mods

It's normal that it looks like a media player file, because Windows thinks .mod is a movie file type. You can ignore that. Take a look at the two pictures I posted a couple posts up (click on the picture to open the imgur link), and set things up like my mod. If it still isn't working after that, you could post two similar pictures from your computer.

i notice yours says its a mod file and not a movie clip thats the only differnce i see als when i try to make the .mod file and the normal file the same name it wont let me i dont think thats the problem but it could be
