The renderer in both thos logs is still DX11, I don't think -DX10 is a valid launch option, and it is coincidence it seemed to run a bit better that way. What you can do is replace DX11 in that settings json file with Vulkan to try a different renderer.

Right click on Victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

Is that any better?

still the same problem

Please attach new copies of all those files since those changes, thanks.

And, is there any hardware overclocking set on this machine?

Did you cap the framerate at 60 as I suggested? That .json file seems to say not.

What actual frame rate/fps are you getting in the game?

Hi sorry for taking this long to reply
I solved the problem
It turned out that my cpu was defective
After changing it i also discovered that my ram was also defective (both of them are brand new never overclocked) so it was my luck ruinning last month for me

Hello, I had the same issue, but I found the solution. You'll have to do undervoltage for your i9 13k CPU.
You can take a look at this clip:

What I've done:
in BIOS:
Vcore VOltage Mode -> Adaptive Vcore
VF Offset Mode -> Legacy
Internal CPU Vcore Offset -> -0.075V

Hi bro,

Based on your idea I think I have found an easier solution.
I'm also using 13900KF CPU but I think it is too complicated on other brands' BIOS and could be harmful if misconfigured.

This is Chinese version of Windows 11. Turn on the "Efficient Mode (should be)" in Task Manager.
And the game runs smoothly on only HALF of CPU cores.

I think the root cause of crash in 5x speed could be overheating temperature when running full CPU cores.
or maybe the game just works like that as other Paradox games used to....
