Victoria 3 - Crash to desktop when trying to load a game

Description​

Whenever I tray to access the load screen (either in game to load a previous save, or on the main screen), it crashes to desktop.

Steps to reproduce​

open Victoria 3, click load game - it will crash.
In game, go to menu, click load game, it will crash
