Victoria 3 crashes on start Windows 24H2 Vulkan

Description​

I am one of the unlucky people who encountered a complete freeze 24H2. Also, when launching the game on Vulkan, I get the error: vkGetInstanceProcAddr: 'No Vulkan loader has been loaded'. I reinstalled the game and the Nvidia driver, but this did not fix the problem.

My workaround to play the game:
1. Launch the game in DX11
2. Switch to Vulkan in the settings
3. Do not restart the game
I assume that the render changes are not applied, however, after doing this, Windows does not freeze
