My game crashes in the initial loading screen before I get to the main menu. I've already tried clean uninstalling, ticking fullscreen optimizations, and turning off Vsync and capping the refresh rate at 60. My game is unmodded with dlc.

Has this game ever worked on this machine? Or never yet?

Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Victoria3/pdx_settings.json .
From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , exceptions.log

The game used to work on this machine, I believe the last time I played where it didn't crash like this was 1.15.0.

Here are the files listed that I could find. I can not locate exceptions.log in the folder provided.

You don't say either way; is it that you tried those changes I suggested but they didn't help at all?

What fps are you seeing in the game now, anything over 60?

Please update that nVidia driver to December 2023

And expand your Windows paging file maximum size to 32gb
And exit every other app you can before starting the game.

Does any of that improve matters?

Yes I had tried those changes before I posted my initial message since I saw that it was being recommended to other people who were having a similar issue but it did not help at all. Where do I see the fps in the loading screen? Updating my nvidia and expanding the paging file did not seem to change anything I am still crashing at the same spot.

@ShinCzilla If it used to work, but no longer does, could you try deleting the shader cache found in "Documents/Paradox Interactive/Victoria 3/shadercache" ?
That directory is not automatically cleared when reinstalling the game through Steam and occasionally gets corrupted for some users between some large updates.

Deleting the shader cache also worked for me. Never got to main menu before, would crash on the initialization screen.

Deleted the cache, direct launch the game from file, pass the loading screen, pass the main menu, launched a campaign.

Definitely take a look at the shader cache files or something!

Hello! By any chance, do you still have the corrupted shader cache files stored anywhere (perhaps in your Recycle Bin)? Our engine team is looking into the issue and a copy of the corrupted cache (the one that was causing the crash) would help them tremendously in making sure that the issue doesn't occur again for anyone.
