Install ALL these Microsoft modules:
(run dxsetup.exe after extracting this download to its own folder anywhere on your computer)
Add Victoria3.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
IF IT USED TO WORK:
Please do a full clean re-install:
move any valued save games elsewhere
"uninstall" in Steam-Vic3
manually delete both the Steam/SteamApps/common/Vic3 AND Documents/Paradox Interactive/Vic3 folders
re-install game in Steam, run a Steam Verify when done.
add Victoria3.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
start the game with no mods active and test
In particular make sure there are no files or folders left under either the Steam Vic3 or Documents Vic3 locations, before installing again.

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
Please attach here your Documents/Paradox Interactive/Vic3/pdx_settings.txt .
From your Documents/Paradox Interactive/Vic3/logs/ folder, attach here system.log , error.log

It crashes with Windows error c000001d , which unfortunately does not have a clear cause. If you run victoria3.exe manually does it show any clearer error then, or what happens?

In the sense that it does not run? Or it runs okay but you can't find a problem to fix? Or it finds a problem but does not fix it?
Try making a new Windows user on this machine and log into it with that - will the launcher install there?
Oh sorry, Dont find any problem to fix, i restore my computer, and dont works yet =(

To be honest i read in some place i need to have somthing in my processor and idk if i have that, cause the menssage dont say nothing about it, what do you think?
Hmm, I'm not sure if a reset kills your existing Windows user and you have to make a new one, or not. But it really should have fixed any issue with the Windows installation stuff, I would have thought.

I created the new user in windows the launcher downloaded again and the game did not work with the same error

You use an AV app I've not come across before, Reason. Please make sure Victoria3.exe is in all its exceptions lists, and disable any folder scans it is doing of Steam/SteamApps/common/Vic3 AND Documents/Paradox Interactive/Vic3
Try unloading TeamViewer before starting the game.
And there's a Window supdate stuck In Progress for over a week; run the Windows Update app and apply anything it finds to fix, then reboot.

Well yes, if your hardware does not meet the game's requirements, that would explain why it's not working for you!
