For anyone willing to do a fresh install of windows. Check which update you are doing. If 23H2 and still having these issues then let PDX know, because so far it should be only fot 24H2.
Hardly coming from Paradox unless they somehow change the engine (which is the same one for CK3). Microsoft knows of this problem since December last year, at least.
The only temporary fix is reducing the number of cores the game uses (which affects performance) every time you start the game.
I'm not that much sure which CPU works better for the current version of Victoria 3, but I'm guessing this works: Intel Core i5 12400F?Well, yes. 2 permanent fixes are installing an older version of Windows 11 or getting a newer CPU, hardly ideal, though.

There is, or has been, a totally unrelated problem with Intel 13-14 gen CPUs causing random game crashes (NOT hardware hangs), which is generally fixed by the latest bios.

Yeah, I did that, too. It seemed smooth for a while; however, it then broke again. After downloading it on Friday I was able to play through nearly full game as Vietnam (with a new bug appearing of black squares but I will ignore that for now).
Unfortunately today the freezes are back so this Windows update did not fix the problem for me.
Assuming you mean a hard-hang of the whole PC (ie not game-only crashes or hangs) , there have been several workarounds published, but any actual fix can only come from MS.same issue with 7800x3d and 4090, i tried many things but it's global issue from windows it self, did anyone find solution?
