Please explain the issue you experienced in the most condensed way possible
Victoria 3 will not start through the launcher.

Please explain how to reproduce the issue
Just launch the game, it won't start

Is there anything else you think could help us identify/replicate the issue?
I reinstalled Victoria 3 but it didn't changed. Checked some online sources for the C++ error but the steps I found didn't work.

Is it that the launcher does not start at all? Or it runs okay but cannot initiate the game?

You have EU4, CK3 and Stellaris which all use the same launcher - does it work there?

The Launcher will start but the game does not start. If I run EU4 or CK3 it will run fine. If I run the victoria3.exe I can play the game but don't get Achievements, most likely connection with steam are through the Launcher.

First one only allows option for repair or uninstall while second clearly states that I'm up to date. But thanks for the clear links so I could confirm my expectations.

That message is an automatic one when the game fails to run from the launcher, it does not mean that is necessarily the actual problem cause in every case.

What happens if you run Victoria3.exe directly from File Explorer, any Windows error show?

Yes, I played this game only on this machine.
If I run the exe file it does work without any problem.
 
So you can run Victoria3.exe but the launcher cannot; I haven't seen that happen with this game before (mostly EU4 for some reason).

Let's try the same thing. What antivirus app do you use? You need to make sure all these apps are in its exceptions lists:

Victoria3.exe (in the Steam Victoria3-binaries folder)
dowser.exe (in the Steam Victoria3-launcher folder)
C:/users//AppData/Local/Programs/Paradox Interactive/launcher-v2.2023.1.1/paradox launcher.exe
C:/users//AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

IF that doesn't help, also set each of those .exe files (EXCEPT Victoria3.exe !) to run as the Windows Admin user.

Then the game should run from Steam/our launcher, and enable all the DLCs.

I added admin rights to the 3 .exe files and now the game starts up normally.

In case somebody repeat this steps. I just also needed to give admin rights to dowser.exe (in the Steam EUIV folder) to run EUIV for the first time since I played V3 last monday.
